Narrative:
Obtained clearance for IFR flight on ground thinking ceiling lower than actually was. Cleared direct to roach intersection. Airway had MEA changing from 3000 ft to 4000 ft at intersection. The telephone clearance included climb to and maintain 3000 ft. Trouble to identify roach at 3000 ft. Climbed to 3500 ft, forgetting I was already on a ground clearance. Had called center before 3000 ft but center too busy to respond. I have good identify of airways for roach at 3500 ft. Suddenly realized I had I assume already on a restr 3000 ft based on telephone clearance although still VFR and clear of clouds at 3500 ft. Descended to 3000 ft. 5 mins or so, center responded to my callup and noted I had climbed VFR to 3500 ft to get the intersection identify then returned to 3000 ft and not had an estimate on position relative to intersection. Center idented me, seemed happy, probably did not see or ignored the climb above 3000 ft. May also have been in same thought process I was -- VFR, not responded to by center and MEA issue. Anyway, another thinking trap relative to altitude clrncs.

Title: THE RPTR AT AN UNCTLED ARPT WAS CLRED BY ATC TO RPT VFR AT 3000 FT TO RECEIVE HIS HARD ALT IFR CLRNC. THE RPTR CLBED VFR IN VMC TO 3500 FT TO GAIN HIS RADIO RECEPTION NECESSARY TO IDENT ROACH AND THEN DSNDED BACK TO 3000 FT TO RECEIVE HIS HARD ALT.
