Narrative:

Engine start on both engines was normal. On 2 attempts to advance the left engine, engine stalls occurred. Maintenance attempted to adjust the engine twice. After the second adjustment the engine responded normally. In preparation for departure both engines were started normally. A static takeoff was performed. On takeoff roll the left engine was about 90 degrees hotter than the right engine. On initial climb the left engine exhaust gas temperature approached the takeoff limit but did not exceed the limit. At 800 ft AGL the left engine stalled continuously until the throttle was brought back to idle. The left engine remained at idle for the rest of the flight with normal indications. An emergency was declared. An engine surging checklist was performed. An engine failure checklist was reviewed and an approach was flown as if the left engine had or would fail. I believe the problem is that the engine needed maintenance that was not easily determined. A procedure may be needed to more accurately determine the cause of engine compressor stall.

Title: AN EMER WAS DECLARED AND A RETURN LAND PERFORMED AFTER AN MLG'S L ENG GOES INTO SEVERAL COMPRESSOR STALLS ON CLBOUT. ACFT LANDED WITH #1 ENG AT IDLE.

Narrative: ENG START ON BOTH ENGS WAS NORMAL. ON 2 ATTEMPTS TO ADVANCE THE L ENG, ENG STALLS OCCURRED. MAINT ATTEMPTED TO ADJUST THE ENG TWICE. AFTER THE SECOND ADJUSTMENT THE ENG RESPONDED NORMALLY. IN PREPARATION FOR DEP BOTH ENGS WERE STARTED NORMALLY. A STATIC TKOF WAS PERFORMED. ON TKOF ROLL THE L ENG WAS ABOUT 90 DEGS HOTTER THAN THE R ENG. ON INITIAL CLB THE L ENG EXHAUST GAS TEMP APCHED THE TKOF LIMIT BUT DID NOT EXCEED THE LIMIT. AT 800 FT AGL THE L ENG STALLED CONTINUOUSLY UNTIL THE THROTTLE WAS BROUGHT BACK TO IDLE. THE L ENG REMAINED AT IDLE FOR THE REST OF THE FLT WITH NORMAL INDICATIONS. AN EMER WAS DECLARED. AN ENG SURGING CHKLIST WAS PERFORMED. AN ENG FAILURE CHKLIST WAS REVIEWED AND AN APCH WAS FLOWN AS IF THE L ENG HAD OR WOULD FAIL. I BELIEVE THE PROB IS THAT THE ENG NEEDED MAINT THAT WAS NOT EASILY DETERMINED. A PROC MAY BE NEEDED TO MORE ACCURATELY DETERMINE THE CAUSE OF ENG COMPRESSOR STALL.
