Narrative:
Captain was waiting for a release from dispatch for the flight from cmh to ord. Cmh station personnel were advised not to load bags or passenger until the captain got a release which was expected at XB45. At XB38 the 2 flight attendants and the first officer were standing outside of operations when they observed a line of passenger emerge from the jet bridge and board the aircraft. There were no ground personnel or station people outside so the passenger were unescorted on the ramp and able to take however many of any size bag on board the aircraft. There were no flight crew members or flight attendants on board and the aircraft power was not turned on. Our flight had been delayed because of WX between cmh and ord.

Title: DURING A GND DELAY DUE TO WX, AND AFTER THEY HAD BEEN ADVISED NOT TO LOAD THE ACFT, A COMMUTER AIRLINE'S STATION PERSONNEL BOARDED PAX ONTO AN AT72. THE CAPT AND CREW WERE WAITING FOR A DISPATCH RELEASE, LEAVING THE PAX UNESCORTED ON THE RAMP, AND WITHOUT A CREW MEMBER ON BOARD THE ACFT.
Narrative: CAPT WAS WAITING FOR A RELEASE FROM DISPATCH FOR THE FLT FROM CMH TO ORD. CMH STATION PERSONNEL WERE ADVISED NOT TO LOAD BAGS OR PAX UNTIL THE CAPT GOT A RELEASE WHICH WAS EXPECTED AT XB45. AT XB38 THE 2 FLT ATTENDANTS AND THE FO WERE STANDING OUTSIDE OF OPS WHEN THEY OBSERVED A LINE OF PAX EMERGE FROM THE JET BRIDGE AND BOARD THE ACFT. THERE WERE NO GND PERSONNEL OR STATION PEOPLE OUTSIDE SO THE PAX WERE UNESCORTED ON THE RAMP AND ABLE TO TAKE HOWEVER MANY OF ANY SIZE BAG ON BOARD THE ACFT. THERE WERE NO FLC MEMBERS OR FLT ATTENDANTS ON BOARD AND THE ACFT PWR WAS NOT TURNED ON. OUR FLT HAD BEEN DELAYED BECAUSE OF WX BTWN CMH AND ORD.
