Narrative:
Departed charlotte, mi, for a VFR flight to battle creek, mi (approximately 30 NM). Normal takeoff and climb. En route engine began to run rough -- power loss. Set up for emergency landing on interstate highway. Was able to obtain restart and continued on to battle creek. Upon landing, engine fuel sump was strained and water was discovered -- wing tanks had no water, however. Also note dents in cowling. Had no idea what had caused them. Aircraft taken to mechanic who also found some water in fuel and indicated in his opinion dents were caused by a wire strike. Contacted FAA and NTSB next day to fill out report. FAA labeled it an 'incident.' NTSB did not feel incident was rptable. Contributing factors were approaching dusk conditions, which would make wires even more difficult to see. Aircraft was outside on display for air show during rain storm and water may have found its way into tanks. Tanks are bladders, and folds may have trapped water.

Title: T28 PLT HAS ROUGH ENG, BEGINS LETDOWN FOR EMER LNDG. ABLE TO RESTART ENG AND CONTINUE TO DEST ARPT. WATER IN FUEL. EVIDENCE OF WIRE STRIKE ON COWLING.
Narrative: DEPARTED CHARLOTTE, MI, FOR A VFR FLT TO BATTLE CREEK, MI (APPROX 30 NM). NORMAL TKOF AND CLB. ENRTE ENG BEGAN TO RUN ROUGH -- PWR LOSS. SET UP FOR EMER LNDG ON INTERSTATE HWY. WAS ABLE TO OBTAIN RESTART AND CONTINUED ON TO BATTLE CREEK. UPON LNDG, ENG FUEL SUMP WAS STRAINED AND WATER WAS DISCOVERED -- WING TANKS HAD NO WATER, HOWEVER. ALSO NOTE DENTS IN COWLING. HAD NO IDEA WHAT HAD CAUSED THEM. ACFT TAKEN TO MECH WHO ALSO FOUND SOME WATER IN FUEL AND INDICATED IN HIS OPINION DENTS WERE CAUSED BY A WIRE STRIKE.
