Narrative:
Cleared from this position, 3 mi southwest of kinns, descend to 4000 ft, turn to 90 degrees, descend to 3000 ft. A turn to 90 degrees would put us inside kinns while on the instruments with high rate of descent. Gear, speed brakes out to get down. Approach control was turning us to get us inside (ahead of) aircraft on opposite to runway 11L. As we turned, TCASII RA on aircraft on approach to runway 11L, 'descend, descend now.' instructed to continue turn to 110 degrees, level at 5000 ft, had to descend to 4500 ft before RA, 'clear of conflict.' approach controller seemed surprised when told we could not comply with clearance. Even if WX had been clear we would have had difficulty getting down.

Narrative: CLRED FROM THIS POS, 3 MI SW OF KINNS, DSND TO 4000 FT, TURN TO 90 DEGS, DSND TO 3000 FT. A TURN TO 90 DEGS WOULD PUT US INSIDE KINNS WHILE ON THE INSTS WITH HIGH RATE OF DSCNT. GEAR, SPD BRAKES OUT TO GET DOWN. APCH CTL WAS TURNING US TO GET US INSIDE (AHEAD OF) ACFT ON OPPOSITE TO RWY 11L. AS WE TURNED, TCASII RA ON ACFT ON APCH TO RWY 11L, 'DSND, DSND NOW.' INSTRUCTED TO CONTINUE TURN TO 110 DEGS, LEVEL AT 5000 FT, HAD TO DSND TO 4500 FT BEFORE RA, 'CLR OF CONFLICT.' APCH CTLR SEEMED SURPRISED WHEN TOLD WE COULD NOT COMPLY WITH CLRNC. EVEN IF WX HAD BEEN CLR WE WOULD HAVE HAD DIFFICULTY GETTING DOWN.
