Narrative:
On descent into iah on coast 2 FMS arrival, we were given a descent clearance to 4000 ft and a heading of 110 degrees for vectors to runway 14L. I was off communication #1 (ATC) calling iah operations for gate information. I returned to communication #1 and heard ATC asking us what our airspeed was. I observed we were at 9200 ft MSL and descending. Our airspeed was 300 KTS. I disengaged the autoplt and autothrottles and halted our descent, reducing airspeed to 250 KTS. I informed ATC we were slowing to 250 KTS. We were instructed to continue our descent to 4000 ft and were given a new heading of 140 degrees. We complied with the clearance and executed a normal approach and landing at iah. It was determined that the first officer had received the clearance to descend from 10000 ft to 4000 ft. He was loading the FMC, and did not realize the aircraft was in excess of 250 KTS. The first officer stated that he thought he had entered 250 KTS into the mode control panel before engaging level change to begin descent.

Narrative: ON DSCNT INTO IAH ON COAST 2 FMS ARR, WE WERE GIVEN A DSCNT CLRNC TO 4000 FT AND A HDG OF 110 DEGS FOR VECTORS TO RWY 14L. I WAS OFF COM #1 (ATC) CALLING IAH OPS FOR GATE INFO. I RETURNED TO COM #1 AND HEARD ATC ASKING US WHAT OUR AIRSPD WAS. I OBSERVED WE WERE AT 9200 FT MSL AND DSNDING. OUR AIRSPD WAS 300 KTS. I DISENGAGED THE AUTOPLT AND AUTOTHROTTLES AND HALTED OUR DSCNT, REDUCING AIRSPD TO 250 KTS. I INFORMED ATC WE WERE SLOWING TO 250 KTS. WE WERE INSTRUCTED TO CONTINUE OUR DSCNT TO 4000 FT AND WERE GIVEN A NEW HDG OF 140 DEGS. WE COMPLIED WITH THE CLRNC AND EXECUTED A NORMAL APCH AND LNDG AT IAH. IT WAS DETERMINED THAT THE FO HAD RECEIVED THE CLRNC TO DSND FROM 10000 FT TO 4000 FT. HE WAS LOADING THE FMC, AND DID NOT REALIZE THE ACFT WAS IN EXCESS OF 250 KTS. THE FO STATED THAT HE THOUGHT HE HAD ENTERED 250 KTS INTO THE MODE CTL PANEL BEFORE ENGAGING LEVEL CHANGE TO BEGIN DSCNT.
