Narrative:

Arrived over IA5 at XX15. Clear everywhere except thin cloud layer over east end of airport. Descended to investigate. Top of layer at 1200 ft AGL. Since approach to runway 7 was clear I decided I could legally land. Unfortunately, due to hills in the approach area I ended up too high to land on final, so I elected to go around. I thought I could do this without entering the cloud layer, but was unable to avoid going IMC on the go around for a few moments (15-20 seconds). Landed uneventfully on second attempt. Although a technical violation occurred, the decision to land was made after careful thought and evaluation of the circumstances (ie, this was not careless or reckless). The alternative was to circle for some time waiting for cloud layer to burn off or go elsewhere to land. Under the same circumstances I'd probably do it again, being more careful to avoid the thin cloud layer on the go around.

Title: RPTR PLT WAS TOO HIGH ON INITIAL APCH AND DID A GAR, BUT ENTERED CLOUDS IN THE GAR. AND, RPTR HAD NO FLT PLAN. RPTR SAYS THAT ALTHOUGH IT WAS A TECHNICAL VIOLATION. HE CONSIDERED HIS ACTION CORRECT.

SINCE APCH TO RWY 7 WAS CLR I DECIDED I COULD LEGALLY LAND. UNFORTUNATELY, DUE TO HILLS IN THE APCH AREA I ENDED UP TOO HIGH TO LAND ON FINAL, SO I ELECTED TO GAR. I THOUGHT I COULD DO THIS WITHOUT ENTERING THE CLOUD LAYER, BUT WAS UNABLE TO AVOID GOING IMC ON THE GAR FOR A FEW MOMENTS (15-20 SECONDS). LANDED UNEVENTFULLY ON SECOND ATTEMPT. ALTHOUGH A TECHNICAL VIOLATION OCCURRED, THE DECISION TO LAND WAS MADE AFTER CAREFUL THOUGHT AND EVALUATION OF THE CIRCUMSTANCES (IE, THIS WAS NOT CARELESS OR RECKLESS). THE ALTERNATIVE WAS TO CIRCLE FOR SOME TIME WAITING FOR CLOUD LAYER TO BURN OFF OR GO ELSEWHERE TO LAND. UNDER THE SAME CIRCUMSTANCES I'D PROBABLY DO IT AGAIN, BEING MORE CAREFUL TO AVOID THE THIN CLOUD LAYER ON THE GAR.
