Narrative:
Jxn ATCT is a level I VFR ATCT with a staff of 7 fpl controllers and a supervisor. The safety problem is that 5 of the 7 fpls have decided amongst themselves that when the supervisor is not in the facility, that they will split up the shifts so that one controller works the entire facility by his/herself for 4-5 hours while getting paid for 8-10 hours. They use peer pressure to force the other 2 controllers to go along and not say anything. The workload on good VFR days can exceed 45 operations an hour so a controller is responsible for local, ground, clearance, flight data and the lawrs observations all at once. So the WX is often not done in a timely manner and aircraft taxiing are sometimes ignored for several mins. To sum it all up aircraft are not getting good service and their safety is being compromised and last but not least the taxpayers are being cheated out of at least 40 hours a week of pay and benefits not earned. Callback conversation with reporter revealed the following information: caller stated that he had contacted his local congressperson regarding his allegations, but to date he had heard nothing. He was contemplating using the FAA hot line also. I cautioned him on the sensitivity of his position and that by notifications he may place his identify in jeopardy. He stated he understood and will continue his message to rectify the situation.

Title: ATC RPTR ALLEGES THAT SOME FACILITY CTLRS ARE NOT WORKING FULL SHIFTS, BUT ARE DOCUMENTING THAT THEY DO. RPTR STATES THAT AIR TFC SVC HAS BEEN COMPROMISED BY FPL'S SHORTING THE SHIFT. RPTR HAS NOTIFIED LCL CONGRESSPERSON REGARDING THE SIT. FACILITY SUPVR MAY OR MAY NOT BE AWARE OF SIT.
Narrative: JXN ATCT IS A LEVEL I VFR ATCT WITH A STAFF OF 7 FPL CTLRS AND A SUPVR. HE WAS CONTEMPLATING USING THE FAA HOT LINE ALSO. I CAUTIONED HIM ON THE SENSITIVITY OF HIS POS AND THAT BY NOTIFICATIONS HE MAY PLACE HIS IDENT IN JEOPARDY. HE STATED HE UNDERSTOOD AND WILL CONTINUE HIS MESSAGE TO RECTIFY THE SIT.
