Narrative:
Departed cgx right as it was closing for night (in hurry so not caught overnight at airport). Departed runway 18 with right turn to north over congested area. Planned 1900 ft MSL (1300 ft AGL). I misread the altimeter and was really at 900 ft MSL. After about 5 mins, I noticed and corrected my altitude. Controller tried to inform me I was over congested area, but spoke english with heavy accent, and I already knew I was over a congested area. I asked her (the controller) to 'say again' 4 times, but never did understand what she was trying to say. Once I noticed my altitude, I realized why she was mentioning congested area. She could have tried alternate phrasing, since what she was saying didn't make sense. She could have questioned my altitude, instead of whether I was aware that I was over congested area. I should have departed farther to the south while climbing before I started my turn to north. And of course, I should have paid better attention to altimeter.

Title: PVT PLT OF AN SMA SEL TOOK OFF FROM AN ARPT ON THE LAKE FRONT AND TURNED AT APPROX 300 FT ABOVE THE GND TO A HEADING GOING INTO A CONGESTED AREA WHERE THERE WERE BUILDINGS AT 1713 FT ABOVE THE SURFACE. THE LCL CTLR WAS TRYING TO APPRAISE HIM OF THE CONGESTED AREA TO WHICH HE WAS FLYING AND THE PLT FINALLY RECOGNIZED HIS ALT ERROR. HE HAD FORGOTTEN TO SET HIS ALTIMETER TO THE CORRECT PRESSURE.
