Narrative:
I was flying on a priority lifeguard flight and landed runway 17R. After cleared to land, I was advised to exit taxiway F (last taxiway on right)! As I rolled out, I observed a twin beech 18 had taxied on taxiway F to the edge of the runway and was blocking the exit. Keeping in mind my need to expedite for my critical patient, I advised the tower that my exit was unpassable and told him my intentions to take exit taxiway C instead. He then told me he had already cleared an aircraft for takeoff on runway 26 (prior to my clearing) and that I should expedite clear of the intersection of taxiway C and runway 26. I should have continued on runway 17R to taxiway F, but considering the priority I had, I would have blocked both taxiway F and runway 17R if I had continued. Further, it took no longer for me to roll through the intersection on the runway than it did for me to roll through the intersection on taxiway C. I feel it was improper for the tower to clear traffic for takeoff until the landing traffic has cleared that runway. At no time was I told to hold short of runway 26.
Original NASA ASRS Text
Title: AN EMS TURBOPROP FOUND HIS EXIT TXWY OCCUPIED AFTER LNDG AT LBB. HE USED TXWY C WITH AN ACFT TAKING OFF TOWARDS HIM.
Narrative: I WAS FLYING ON A PRIORITY LIFEGUARD FLT AND LANDED RWY 17R. AFTER CLRED TO LAND, I WAS ADVISED TO EXIT TXWY F (LAST TXWY ON R)! AS I ROLLED OUT, I OBSERVED A TWIN BEECH 18 HAD TAXIED ON TXWY F TO THE EDGE OF THE RWY AND WAS BLOCKING THE EXIT. KEEPING IN MIND MY NEED TO EXPEDITE FOR MY CRITICAL PATIENT, I ADVISED THE TWR THAT MY EXIT WAS UNPASSABLE AND TOLD HIM MY INTENTIONS TO TAKE EXIT TXWY C INSTEAD. HE THEN TOLD ME HE HAD ALREADY CLRED AN ACFT FOR TKOF ON RWY 26 (PRIOR TO MY CLRING) AND THAT I SHOULD EXPEDITE CLR OF THE INTXN OF TXWY C AND RWY 26. I SHOULD HAVE CONTINUED ON RWY 17R TO TXWY F, BUT CONSIDERING THE PRIORITY I HAD, I WOULD HAVE BLOCKED BOTH TXWY F AND RWY 17R IF I HAD CONTINUED. FURTHER, IT TOOK NO LONGER FOR ME TO ROLL THROUGH THE INTXN ON THE RWY THAN IT DID FOR ME TO ROLL THROUGH THE INTXN ON TXWY C. I FEEL IT WAS IMPROPER FOR THE TWR TO CLR TFC FOR TKOF UNTIL THE LNDG TFC HAS CLRED THAT RWY. AT NO TIME WAS I TOLD TO HOLD SHORT OF RWY 26.
