Narrative:
On jul/mon/96, approximately XA00 local during final approach to land on runway 35 at apex airport, silverdale, wa, a light was shined in my eyes by someone on the ground. This caused my night vision to deteriorate making my landing very difficult. Again on jul/sat/96, during takeoff from runway 35 at approximately XB30 local I again had a light shined in my eyes causing loss of night vision. I made a 180 degree turn to return to land. It was found that mr X was the person who was using the light. Mr X is a licensed pilot and an ia. This act could have caused serious injury not only to myself, but to persons on the ground. This was not an act to enhance safety but a deliberate act that could have caused loss of life. Callback conversation with reporter revealed the following information: reporter contacted to find out if the person has continued to shine lights in his eyes on night flight. Reporter was asked why this person did that and he said he guessed that the other person didn't like him flying at night. He was asked if there were any restrs to night flying and he said no. He also said that the person on the ground shining the light on him was a certified FAA a&P as well as a licensed pilot. He was counseled that if that type of incident occurred in the future, he should contact the local FSDO or sheriff.

Title: PLT ON NIGHT APCH HAD A LIGHT SHINED IN HIS EYES FROM A PERSON ON THE GND. PLT KNOWS THE PERSON WHO IS A PLT HIMSELF AS WELL AS AN FAA IA DESIGNEE. CALLBACK TO RPTR REVEALED NO REPEAT EVENTS SINCE THE RPT.

AGAIN ON JUL/SAT/96, DURING TKOF FROM RWY 35 AT APPROX XB30 LCL I AGAIN HAD A LIGHT SHINED IN MY EYES CAUSING LOSS OF NIGHT VISION. I MADE A 180 DEG TURN TO RETURN TO LAND. HE ALSO SAID THAT THE PERSON ON THE GND SHINING THE LIGHT ON HIM WAS A CERTIFIED FAA A&P AS WELL AS A LICENSED PLT. HE WAS COUNSELED THAT IF THAT TYPE OF INCIDENT OCCURRED IN THE FUTURE, HE SHOULD CONTACT THE LCL FSDO OR SHERIFF.
