We do not have 100 percent radar coverage from ocn VOR up to dana point with aircraft below 6500 ft MSL. This is going to cause an accident one day.

Title: ATC CTLR AT SOCAL TRACON ALLEGES THERE IS A RADAR COVERAGE PROB BTWN OCN AND DANA POINT BTWN 2500 FT AND 4500 FT.
Narrative: WE DO NOT HAVE 100 PERCENT RADAR COVERAGE FROM OCN VOR UP TO DANA POINT WITH ACFT BELOW 6500 FT MSL. THIS IS GOING TO CAUSE AN ACCIDENT ONE DAY.
