Narrative:
While working the zuma arrival sector at sct I was talking to air carrier X descending on the fim profile into lax. His altitude was approximately 15000 ft descending. Sector 13 at ZLA called with a VFR point out that was climbing on a converging course with air carrier X. I questioned the climbing part of the pointout. ZLA claimed that ntd approach was talking to the LR35. Ntd claims that ZLA was talking with the LR35. Air carrier X was told by me to level off and called traffic. The pilot told me he was getting an RA on TCASII. I told him to take whatever action necessary to miss traffic. Target merged at same altitude. I could do nothing but watch. Neither ZLA or ntd applied merging target procedures.

Title: LAX APCH CTLR GOT A VFR POINTOUT FROM ZLA CTLR ON AN LR35 CLBING ON A CONVERGING COURSE WITH AN ARRIVING B737 ON THE FIM PROFILE INTO LAX. APCH CTLR QUESTIONED ZLA CTLR REF THE LR35 CLB AND WAS TOLD NTD APCH WORKING VFR ACFT. NTD WHEN QUESTIONED SAID ZLA WAS WORKING THE LR35. B737 GIVEN TFC BY LAX APCH CTLR AND RESPONDED TO TCASII RA. TARGETS MERGED.

SECTOR 13 AT ZLA CALLED WITH A VFR POINT OUT THAT WAS CLBING ON A CONVERGING COURSE WITH ACR X. I QUESTIONED THE CLBING PART OF THE POINTOUT. ZLA CLAIMED THAT NTD APCH WAS TALKING TO THE LR35. NTD CLAIMS THAT ZLA WAS TALKING WITH THE LR35. ACR X WAS TOLD BY ME TO LEVEL OFF AND CALLED TFC. THE PLT TOLD ME HE WAS GETTING AN RA ON TCASII. I TOLD HIM TO TAKE WHATEVER ACTION NECESSARY TO MISS TFC. TARGET MERGED AT SAME ALT. I COULD DO NOTHING BUT WATCH. NEITHER ZLA OR NTD APPLIED MERGING TARGET PROCS.
