Narrative:
When I was at FL240 with ZOA, I requested FL220. I wanted to make a quick stop and then continue to my destination to pao. I idented the closest airport during my transition from FL240 to FL220. I requested to go lower than FL220 and then canceled my IFR to VFR plan. At this point, I believe my communication with ZOA was confused. Then I became defensive in my flying, looking for other aircraft, etc. Then ZOA gave me a telephone number to call them, and 3 mins later they gave me another phone number. When I called, the first thing he said to me was to give an explanation about my mistake during my flight. I realized that there was miscom. I would like to resolve this so that there is better communication between controllers and pilots. Callback conversation with reporter revealed the following information: this BE20 pilot requested and received clearance down to 17000 ft, and broadcast that he was cancelling IFR when he passed through FL180.

Title: A BE20 PLT CANCELED IFR BELOW FL180 AND DIVERTED FROM THE FLT PLANNED DEST. THE CTR CTLR QUESTIONED THE PLT'S ACTIONS IN A LATER LANDLINE FLC ATC REVIEW.
Narrative: WHEN I WAS AT FL240 WITH ZOA, I REQUESTED FL220. I WANTED TO MAKE A QUICK STOP AND THEN CONTINUE TO MY DEST TO PAO. I IDENTED THE CLOSEST ARPT DURING MY TRANSITION FROM FL240 TO FL220. I REQUESTED TO GO LOWER THAN FL220 AND THEN CANCELED MY IFR TO VFR PLAN. AT THIS POINT, I BELIEVE MY COM WITH ZOA WAS CONFUSED. THEN I BECAME DEFENSIVE IN MY FLYING, LOOKING FOR OTHER ACFT, ETC. THEN ZOA GAVE ME A TELEPHONE NUMBER TO CALL THEM, AND 3 MINS LATER THEY GAVE ME ANOTHER PHONE NUMBER.
