Narrative:
Air carrier X was swbound on B646 climbing to FL310. Air carrier Y was nebound on B646 level at FL330. Air carrier X had been coordinated with havana center over canoa intersection at FL350, however was stopped at an interim altitude of FL310 to provide separation from air carrier Y who was at FL330. Air carrier X checked in with havana center on another radio (per jcao rules) and was cleared by the havana controller to climb to FL350. Fortunately the pilot of air carrier X advised me that havana had cleared him to FL350 prior to initiating a climb. I advised him to maintain FL310 and called the traffic (air carrier Y) 12 O'clock and 15 mi at FL330. This is becoming a more frequent occurrence -- havana center issuing clrncs to aircraft while still in ZMA airspace.

Title: CTLR AT FOREIGN ARTCC ASSUMED CTL OF FLT PRIOR TO AIRSPACE BOUNDARY WHEN ACR FLT ESTABLISHED COMS, PER ICAO RULES, BUT BEFORE CTL HAD BEEN TRANSFERRED TO FOREIGN ARTCC.
Narrative: ACR X WAS SWBOUND ON B646 CLBING TO FL310. ACR Y WAS NEBOUND ON B646 LEVEL AT FL330. ACR X HAD BEEN COORDINATED WITH HAVANA CTR OVER CANOA INTXN AT FL350, HOWEVER WAS STOPPED AT AN INTERIM ALT OF FL310 TO PROVIDE SEPARATION FROM ACR Y WHO WAS AT FL330. ACR X CHKED IN WITH HAVANA CTR ON ANOTHER RADIO (PER JCAO RULES) AND WAS CLRED BY THE HAVANA CTLR TO CLB TO FL350. FORTUNATELY THE PLT OF ACR X ADVISED ME THAT HAVANA HAD CLRED HIM TO FL350 PRIOR TO INITIATING A CLB. I ADVISED HIM TO MAINTAIN FL310 AND CALLED THE TFC (ACR Y) 12 O'CLOCK AND 15 MI AT FL330. THIS IS BECOMING A MORE FREQUENT OCCURRENCE -- HAVANA CTR ISSUING CLRNCS TO ACFT WHILE STILL IN ZMA AIRSPACE.
