Narrative:

Harrisburg approach runs opposite direction ILS approachs with no verbal pointouts to this tower. Cxy tower is to be talking to these aircraft before 5 mi unless coordinated. Harrisburg approach continuously enters cxy class D without coordination. Only moments after this incident cxy was told another aircraft was 2 1/2 mi south of cxy and was a late turnover. Callback conversation with reporter revealed the following information: reporter stated that coordination between the 2 facilities has improved but that there still are times when there is no coordination for traffic entering the class D. Reporter expressed concern for safety of aircraft operating in the class D when there has not been any coordination effected by the approach facility on an arrival. Reporter stated that the coordination procedure was in a previous LOA but that the reporter could not find it in the current one. Reporter stated the incident reported occurred when the C152 departed runway 30 to a crosswind pattern while the UH60 was on the ILS for runway 8. Reporter said that both facilities are managed by the same atm.

Title: RPTR IMPLIED THAT AN NMAC OCCURRED IN RPTR'S CLASS D AIRSPACE BTWN A VFR C152 ON A XWIND PATTERN AND A MIL UH60 ON AN ILS APCH FOR A DIFFERENT RWY. THE RPTR WAS UNAWARE OF THE UH-60 UNTIL IT WAS OBSERVED ON A CONVERGING COURSE WITH THE C152. EVASIVE ACTION WAS TAKEN BY BOTH ACFT AFTER TFC WAS ISSUED BY THE RPTR.

HARRISBURG APCH CONTINUOUSLY ENTERS CXY CLASS D WITHOUT COORD. ONLY MOMENTS AFTER THIS INCIDENT CXY WAS TOLD ANOTHER ACFT WAS 2 1/2 MI S OF CXY AND WAS A LATE TURNOVER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT COORD BTWN THE 2 FACILITIES HAS IMPROVED BUT THAT THERE STILL ARE TIMES WHEN THERE IS NO COORD FOR TFC ENTERING THE CLASS D. RPTR EXPRESSED CONCERN FOR SAFETY OF ACFT OPERATING IN THE CLASS D WHEN THERE HAS NOT BEEN ANY COORD EFFECTED BY THE APCH FACILITY ON AN ARR. RPTR STATED THAT THE COORD PROC WAS IN A PREVIOUS LOA BUT THAT THE RPTR COULD NOT FIND IT IN THE CURRENT ONE. RPTR STATED THE INCIDENT RPTED OCCURRED WHEN THE C152 DEPARTED RWY 30 TO A XWIND PATTERN WHILE THE UH60 WAS ON THE ILS FOR RWY 8. RPTR SAID THAT BOTH FACILITIES ARE MANAGED BY THE SAME ATM.
