Narrative:

Traffic flight planned to iad was rted into areas of severe WX. The route did not take into account any current WX reports or WX radar. The WX radar clearly depicted level 3 to 4 thunderstorms in the vicinity of hnk and lhy. Central flow/tmu had the option to route traffic via alb J6 or other southerly routing, but did not. After complaints by the radar controller at sector 24 and ZNY sector 35, route was changed. Ucr filed on jul/xx/96, to address safety concerns and raise questions regarding competency of central flow/tmu.

Title: ARTCC CTLR COMPLAINT ON ACFT NOT BEING REROUTED INBOUND TO IAD TO MISS LEVEL 3 AND 4 TSTMS ON THE NORMAL ROUTING. CENTRAL FLOW CTL AND THE ARTCC TMU HAD SUFFICIENT INFO ON THE WX, BUT DID NOT TAKE ANY ACTION UNTIL THE RADAR CTLRS AT ZBW AND AT ZNY MADE SEVERAL COMPLAINTS. RPTR INDICATES A UCR WAS FILED ON THIS SAFETY ISSUE.

THE WX RADAR CLRLY DEPICTED LEVEL 3 TO 4 TSTMS IN THE VICINITY OF HNK AND LHY. CENTRAL FLOW/TMU HAD THE OPTION TO RTE TFC VIA ALB J6 OR OTHER SOUTHERLY ROUTING, BUT DID NOT. AFTER COMPLAINTS BY THE RADAR CTLR AT SECTOR 24 AND ZNY SECTOR 35, RTE WAS CHANGED. UCR FILED ON JUL/XX/96, TO ADDRESS SAFETY CONCERNS AND RAISE QUESTIONS REGARDING COMPETENCY OF CENTRAL FLOW/TMU.
