Narrative:

At 6300 ft on climb TCASII showed intruder at 12:30-1 O'clock, 2700 ft above and descending (we were cleared to 9000 ft). Questioned continued climb. TCASII RA 'monitor vertical speed' stopped climb and hard left turn. Other aircraft passed overhead. Other aircraft had clearance to descend to 5000 ft but departure said stop descent. Spoke with approach controller at pdx who confirmed apparent mis-readback on descent clearance from other aircraft.
