Narrative:
An aircraft landing in the adjacent sector descended early, into our sky. The STAR clearly states the crossing restr and the pilots missed it, or flew it wrong. This has been a regular occurrence over the past week. Our mgrs issued a statement that it was because of atmospheric conditions! The problem with these early dscnts is that they descend into a very heavily traveled route. This time there wasn't a plane there, next time there might be. Our management has declared that they want to file pltdevs (only if) the aircraft loses separation with someone else! Callback conversation with reporter revealed the following information: reporter claims that numerous pltdevs at fuelr intersection have gone unrpted by FAA management at socal TRACON. Reporter stated that when reports were first turned into management they allegedly said if no loss of separation occurred no pltdevs would be processed. Reporter contends that after a loss of separation occurred at fuelr, pltdevs were then filed and processed. Reporter has no idea why the altitude bust keeps on occurring at fuelr.

Title: SOCAL TRACON CTLR RPTS A VIOLATION OF AN ALT XING RESTR THAT NUMEROUS FLC HAVE BEEN MISSING BY DSNDING EARLY. THIS EARLY DSCNT IS THROUGH AN ENRTE AIRWAY E OF LAX (FUELR INTXN).
