Narrative:

Frequency 119.47 for the past 3 plus weeks has had several 5-10 second intervals of interference. These intervals seem to be increasing. Management has been made aware of this problem with no solution forthcoming. This problem has also been occurring on low altitude frequencys and was a factor in a pilot deviation. This is a serious safety issue as these interferences are happening more frequently. Pilot/controller readbacks often become victims of this problem as during busy periods a 10 second loss of transmission cannot be recovered! This becomes increasingly distressful during thunderstorm season with aircraft deviating and increased frequency congestion! Supplemental information from acn 341829: frequently, frequency 118.4, located at sector 51, breaks squelch, or 'fuzzes,' loud enough to interrupt any and all xmissions being made by ATC or by pilots. This occurs several times daily, has been an ongoing problem, yet nothing seems to be being done to correct the problem. This problem contributed to a pilot deviation on jul/xx/96 on sector 52 (sector 51 combines at 52), and could happen again any time.

Title: CONTINUED FREQ INTERFERENCE AT ZKC RADAR SECTORS CONTRIBUTES TO INCREASED CTLR WORKLOAD, FRUSTRATION AND ALLEGEDLY CAUSED A PLTDEV.

Narrative: FREQ 119.47 FOR THE PAST 3 PLUS WKS HAS HAD SEVERAL 5-10 SECOND INTERVALS OF INTERFERENCE. THESE INTERVALS SEEM TO BE INCREASING. MGMNT HAS BEEN MADE AWARE OF THIS PROB WITH NO SOLUTION FORTHCOMING. THIS PROB HAS ALSO BEEN OCCURRING ON LOW ALT FREQS AND WAS A FACTOR IN A PLTDEV. THIS IS A SERIOUS SAFETY ISSUE AS THESE INTERFERENCES ARE HAPPENING MORE FREQUENTLY. PLT/CTLR READBACKS OFTEN BECOME VICTIMS OF THIS PROB AS DURING BUSY PERIODS A 10 SECOND LOSS OF XMISSION CANNOT BE RECOVERED! THIS BECOMES INCREASINGLY DISTRESSFUL DURING TSTM SEASON WITH ACFT DEVIATING AND INCREASED FREQ CONGESTION! SUPPLEMENTAL INFO FROM ACN 341829: FREQUENTLY, FREQ 118.4, LOCATED AT SECTOR 51, BREAKS SQUELCH, OR 'FUZZES,' LOUD ENOUGH TO INTERRUPT ANY AND ALL XMISSIONS BEING MADE BY ATC OR BY PLTS. THIS OCCURS SEVERAL TIMES DAILY, HAS BEEN AN ONGOING PROB, YET NOTHING SEEMS TO BE BEING DONE TO CORRECT THE PROB. THIS PROB CONTRIBUTED TO A PLTDEV ON JUL/XX/96 ON SECTOR 52 (SECTOR 51 COMBINES AT 52), AND COULD HAPPEN AGAIN ANY TIME.
