Narrative:
En route lifeguard flight at FL230 cleared from ngw direct mrb, then cleared direct bwi and cross 70 NM west of bwi at 15000 ft. PF set 15000 ft in altitude alert window and said he would start down in 10-15 mi. We were 120 NM out at this time. I said okay and then started to get the ATIS. The bwi ATIS frequency had a lot of interference (as usual), and instead of waiting for a while and checking on the descent, I concentrated on getting the ATIS. I next heard on center frequency, have you started down? PF had just started down and said yes, we are about 90 NM out. PF had been distraction (possibly by jumpseat rider) and started down later than he had intended. I crosschecked altitude and distance and thought we would make the 15000 ft at 70 NM so did not say anything to center. We were given a frequency change and again cleared direct to bwi. I again checked altitude and distance and realized we might be a little high. We crossed 70 NM out 200-500 ft high. We were coming down at 4000 FPM. During the descent, I twice checked TCASII, 30 NM and below, and saw no other traffic nor heard any on frequency. Rest of flight was normal. Controllers said nothing. I was a little tired from a long 4 day and allowed myself to concentrate on the bad bwi ATIS frequency (not normal practice). PF somehow got distraction at same time. We should have been more careful in checking our descent profile. The WX was cavu.

Title: ALTDEV. XING RESTR NOT MET. BOTH FLC DISTR.
Narrative: ENRTE LIFEGUARD FLT AT FL230 CLRED FROM NGW DIRECT MRB, THEN CLRED DIRECT BWI AND CROSS 70 NM W OF BWI AT 15000 FT. PF SET 15000 FT IN ALT ALERT WINDOW AND SAID HE WOULD START DOWN IN 10-15 MI. WE WERE 120 NM OUT AT THIS TIME. I SAID OKAY AND THEN STARTED TO GET THE ATIS. THE BWI ATIS FREQ HAD A LOT OF INTERFERENCE (AS USUAL), AND INSTEAD OF WAITING FOR A WHILE AND CHKING ON THE DSCNT, I CONCENTRATED ON GETTING THE ATIS. I NEXT HEARD ON CTR FREQ, HAVE YOU STARTED DOWN? PF HAD JUST STARTED DOWN AND SAID YES, WE ARE ABOUT 90 NM OUT. PF HAD BEEN DISTR (POSSIBLY BY JUMPSEAT RIDER) AND STARTED DOWN LATER THAN HE HAD INTENDED. I XCHKED ALT AND DISTANCE AND THOUGHT WE WOULD MAKE THE 15000 FT AT 70 NM SO DID NOT SAY ANYTHING TO CTR. WE WERE GIVEN A FREQ CHANGE AND AGAIN CLRED DIRECT TO BWI. I AGAIN CHKED ALT AND DISTANCE AND REALIZED WE MIGHT BE A LITTLE HIGH. WE CROSSED 70 NM OUT 200-500 FT HIGH. WE WERE COMING DOWN AT 4000 FPM. DURING THE DSCNT, I TWICE CHKED TCASII, 30 NM AND BELOW, AND SAW NO OTHER TFC NOR HEARD ANY ON FREQ. REST OF FLT WAS NORMAL. CTLRS SAID NOTHING. I WAS A LITTLE TIRED FROM A LONG 4 DAY AND ALLOWED MYSELF TO CONCENTRATE ON THE BAD BWI ATIS FREQ (NOT NORMAL PRACTICE). PF SOMEHOW GOT DISTR AT SAME TIME. WE SHOULD HAVE BEEN MORE CAREFUL IN CHKING OUR DSCNT PROFILE. THE WX WAS CAVU.
