Narrative:
After departing the ramp we held short of runway 9R on taxiway Y. We then contacted the tower on frequency 135.1 as instructed. We were then cleared to cross runway 9R, taxi to runway 9L, hold short of runway 9L. My first officer read back the instructions. Before crossing the approach end of runway 9L I checked with the rest of the crew for confirmation that we were cleared to cross the approach end of runway 9L. They both understood the clearance to mean we could cross the approach end of runway 9L. While crossing the controller remarked that he did not want us to cross the approach end of runway 9L. He then cleared us to tower frequency 118.5 and we were cleared for takeoff on runway 9L. Note: we never heard the controller clear us to hold short of the approach end of runway 9L. The first officer did not read back approach end of runway 9L. I did visually clear the approach prior to crossing, no aircraft were on final approach for runway 9L.

THEY BOTH UNDERSTOOD THE CLRNC TO MEAN WE COULD CROSS THE APCH END OF RWY 9L. WHILE XING THE CTLR REMARKED THAT HE DID NOT WANT US TO CROSS THE APCH END OF RWY 9L. HE THEN CLRED US TO TWR FREQ 118.5 AND WE WERE CLRED FOR TKOF ON RWY 9L. NOTE: WE NEVER HEARD THE CTLR CLR US TO HOLD SHORT OF THE APCH END OF RWY 9L. THE FO DID NOT READ BACK APCH END OF RWY 9L. I DID VISUALLY CLR THE APCH PRIOR TO XING, NO ACFT WERE ON FINAL APCH FOR RWY 9L.
