Narrative:

LLWAS showed calm winds gusting to 15 KTS and no direction. Analog wind system showed winds out of the northwest at 10-15 KTS. Landing aircraft with INS reported winds out of the northeast at 10-15 KTS. Severe thunderstorms were moving into the area with reported windshear. The LLWAS was determined to be inaccurate and was logged OTS. This left the facility without a way to advise aircraft of windshear. Controllers had reported discrepancies in the LLWAS earlier in the day but maintenance technicians did not do anything to the system until it was logged OTS. Callback conversation with reporter revealed the following information: reporter indicated that the LLWAS was repaired and is working normally but said there have not been any thunderstorms in the area. Reporter seemed to imply that thunderstorm activity might have an affect on the LLWAS operations.

Title: RPTR STATED LLWAS WAS INACCURATE AND LOGGED OTS. MAINT TECHNICIANS NOTIFIED OF DISCREPANCIES EARLIER BUT ALLEGEDLY DID NOTHING UNTIL SYS WAS OTS.

Narrative: LLWAS SHOWED CALM WINDS GUSTING TO 15 KTS AND NO DIRECTION. ANALOG WIND SYS SHOWED WINDS OUT OF THE NW AT 10-15 KTS. LNDG ACFT WITH INS RPTED WINDS OUT OF THE NE AT 10-15 KTS. SEVERE TSTMS WERE MOVING INTO THE AREA WITH RPTED WINDSHEAR. THE LLWAS WAS DETERMINED TO BE INACCURATE AND WAS LOGGED OTS. THIS LEFT THE FACILITY WITHOUT A WAY TO ADVISE ACFT OF WINDSHEAR. CTLRS HAD RPTED DISCREPANCIES IN THE LLWAS EARLIER IN THE DAY BUT MAINT TECHNICIANS DID NOT DO ANYTHING TO THE SYS UNTIL IT WAS LOGGED OTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THAT THE LLWAS WAS REPAIRED AND IS WORKING NORMALLY BUT SAID THERE HAVE NOT BEEN ANY TSTMS IN THE AREA. RPTR SEEMED TO IMPLY THAT TSTM ACTIVITY MIGHT HAVE AN AFFECT ON THE LLWAS OPS.
