Narrative:
Location: approximately 25 mi east of san at 7400 ft MSL traffic reported by approach, displayed of TCASII with no altitude, approach not talking to reported traffic, traffic was finally spotted estimated at 7000 ft or above MSL. At the time we were at 7400 ft MSL in descent. Traffic started a turn away when he apparently saw us and we estimate we were less than 500 ft separation laterally at closest point of approach. First officer read 231 vertically on the tail. Aircraft was white with brown and orange trim. Aircraft type recognized by first officer as a mooney 231. Phone call to ATC reconfirmed that no communications were established with traffic, that traffic apparently had mode C turned off, that the incident occurred in san class B area. Attempts to track the aircraft were unsuccessful. Aircraft disappeared at low altitude after it crossed the border into mexico.

Title: MD80 HAS NMAC WITH A MOONEY 231 IN SAN CLASS B AIRSPACE.
Narrative: LOCATION: APPROX 25 MI E OF SAN AT 7400 FT MSL TFC RPTED BY APCH, DISPLAYED OF TCASII WITH NO ALT, APCH NOT TALKING TO RPTED TFC, TFC WAS FINALLY SPOTTED ESTIMATED AT 7000 FT OR ABOVE MSL. AT THE TIME WE WERE AT 7400 FT MSL IN DSCNT. TFC STARTED A TURN AWAY WHEN HE APPARENTLY SAW US AND WE ESTIMATE WE WERE LESS THAN 500 FT SEPARATION LATERALLY AT CLOSEST POINT OF APCH. FO READ 231 VERTLY ON THE TAIL. ACFT WAS WHITE WITH BROWN AND ORANGE TRIM. ACFT TYPE RECOGNIZED BY FO AS A MOONEY 231. PHONE CALL TO ATC RECONFIRMED THAT NO COMS WERE ESTABLISHED WITH TFC, THAT TFC APPARENTLY HAD MODE C TURNED OFF, THAT THE INCIDENT OCCURRED IN SAN CLASS B AREA. ATTEMPTS TO TRACK THE ACFT WERE UNSUCCESSFUL. ACFT DISAPPEARED AT LOW ALT AFTER IT CROSSED THE BORDER INTO MEXICO.
