Narrative:
I was on final approach for landing at S16 which is on a portion of ocean beach on the olympic peninsula of washington state. While on final approach for landing at 500 ft AGL and MSL (from the north) flying along the shoreline with my LORAN C showing 0.1 NM to S16, I noted a kite being flown from the beach at about the same altitude. I missed hitting the kite by about 50 ft. I had not seen the kite previously. I had previously overflown the S16 beach looking for people or hazards such as driftwood and had not seen any on that beach. I initiated an immediate go around on seeing the kite and decided not to land at S16 because of people and kite flying in the vicinity. I had earlier obtained a WX brief with a check of NOTAMS from the FSS and had called the washington state departure of aeronautics and was told S16 was open.

Title: A C182 PLT RPTS ALMOST HITTING A KITE WHILE ON APCH TO A BEACH LNDG SITE THAT IS PART OF A STATE ARPT.
Narrative: I WAS ON FINAL APCH FOR LNDG AT S16 WHICH IS ON A PORTION OF OCEAN BEACH ON THE OLYMPIC PENINSULA OF WASHINGTON STATE.
