Narrative:
Cessna cleared runway 26R. Ground asked destination. Pilot indicated parking on other side of runway. I advised to hold and contact tower to cross (SOP). Pilot 'rogered' the transmission. Observed pilot move towards runway and made no attempt to stop. DC9 was in landing flare 1000 ft from this intersection. Tower tried to send the DC9 around and both tower and ground told cessna to 'stop.' later advised that the go around could not be performed as the mains had touched and spoilers deployed. The cessna came to a stop well beyond the hold short lines and to a point that he was well into the runway environment. The 2 aircraft were less than 30 ft apart when air carrier passed the intersection. To prevent a reoccurrence, the FAA should re-evaluate the mixing of aircraft types based on performance, ie, acrs versus cessnas and cherokees. Reliever airports are plentiful and should be encouraged as an alternative to major air carrier airports.

Title: A GA PLT OF A C182 TAXIED BEYOND THE HOLD LINE OF RWY 26R AS AN ACR DC9 WAS TOUCHING DOWN. THE ACFT MISSED EACH OTHER BY AN ESTIMATED 30 FT.
Narrative: CESSNA CLRED RWY 26R. GND ASKED DEST. PLT INDICATED PARKING ON OTHER SIDE OF RWY. I ADVISED TO HOLD AND CONTACT TWR TO CROSS (SOP). PLT 'ROGERED' THE XMISSION. OBSERVED PLT MOVE TOWARDS RWY AND MADE NO ATTEMPT TO STOP. DC9 WAS IN LNDG FLARE 1000 FT FROM THIS INTXN. TWR TRIED TO SEND THE DC9 AROUND AND BOTH TWR AND GND TOLD CESSNA TO 'STOP.' LATER ADVISED THAT THE GAR COULD NOT BE PERFORMED AS THE MAINS HAD TOUCHED AND SPOILERS DEPLOYED. THE CESSNA CAME TO A STOP WELL BEYOND THE HOLD SHORT LINES AND TO A POINT THAT HE WAS WELL INTO THE RWY ENVIRONMENT. THE 2 ACFT WERE LESS THAN 30 FT APART WHEN ACR PASSED THE INTXN.
