Narrative:
Approaching ord from the southeast as the sun was setting. Visibility was roughly 3 mi due to haze and the sun in our eyes. We were at 4000 ft at about 4 mi from the airport. ATC wanted us to call airport in sight for a visual. We could not see the airport at 4 mi. Tower (south side) told us to switch over to tower (normal). We understood this as an instruction to intercept ILS runway 27R. It only made sense for us to do this because runway 27L ILS was OTS, and no airport in sight at 4 mi. I (PF) intercepted runway 27R ILS and captain (PNF) checked in with tower. Then tower said we should have asked before turning, then he cleared us for runway 27R hold short runway 22R. We were still at 4000 ft. At a couple mi from runway 27R we had to descend quickly or go around. We elected to land and in the process set off the GPWS. In the future, I believe better communications would have solved the problem.

Title: AN ACR MDT FLC, ANTICIPATING AN APCH TO RWY 27R, ASSUMED THAT THE TWR WANTED THEM TO INTERCEPT THE ILS LOC TO RWY 27R BECAUSE IT, APPARENTLY, SEEMED THE LOGICAL THING TO DO. THE TWR CTLR ALLOWED THEM TO CONTINUE.
Narrative: APCHING ORD FROM THE SE AS THE SUN WAS SETTING. VISIBILITY WAS ROUGHLY 3 MI DUE TO HAZE AND THE SUN IN OUR EYES. WE WERE AT 4000 FT AT ABOUT 4 MI FROM THE ARPT. ATC WANTED US TO CALL ARPT IN SIGHT FOR A VISUAL. WE COULD NOT SEE THE ARPT AT 4 MI. TWR (S SIDE) TOLD US TO SWITCH OVER TO TWR (NORMAL). WE UNDERSTOOD THIS AS AN INSTRUCTION TO INTERCEPT ILS RWY 27R. IT ONLY MADE SENSE FOR US TO DO THIS BECAUSE RWY 27L ILS WAS OTS, AND NO ARPT IN SIGHT AT 4 MI. I (PF) INTERCEPTED RWY 27R ILS AND CAPT (PNF) CHKED IN WITH TWR. THEN TWR SAID WE SHOULD HAVE ASKED BEFORE TURNING, THEN HE CLRED US FOR RWY 27R HOLD SHORT RWY 22R. WE WERE STILL AT 4000 FT. AT A COUPLE MI FROM RWY 27R WE HAD TO DSND QUICKLY OR GAR. WE ELECTED TO LAND AND IN THE PROCESS SET OFF THE GPWS. IN THE FUTURE, I BELIEVE BETTER COMS WOULD HAVE SOLVED THE PROB.
