Narrative:
This is a recurring situation, which the FAA seems disinclined to do anything about. A BE58 was in lch airspace, just west of crisp intersection, at 8000 ft. The pilot requested 10000 ft due to WX. We approved this climb, as there were no traffic restrs at the time. When we tried to make a flight plan amendment via the fdio equipment, the computer responded 'not your control.' this was a change, within our airspace, between 2 altitudes in our airspace! We had to call ZHU to make this amendment for us. This distracts them, as well as us, away from our duties as radar controllers. We had to call again a few mins later when the pilot requested 12000 ft and I had to initiate a manual handoff, which takes additional time and should have been unnecessary. This entire problem could be fixed with a change in the ZHU software. The technology is there -- let's make it work correctly.

Title: AN AMENDED ALT INPUT IN THE FDIO WAS REJECTED BY THE CTR WITH 'NOT YOUR CTL' MESSAGE. RPTR BELIEVED THIS OCCURRED BECAUSE THE CTR COMPUTER WAS NOT INTERACTING CORRECTLY WITH THE ARTS PROGRAM.
Narrative: THIS IS A RECURRING SIT, WHICH THE FAA SEEMS DISINCLINED TO DO ANYTHING ABOUT. A BE58 WAS IN LCH AIRSPACE, JUST W OF CRISP INTXN, AT 8000 FT. THE PLT REQUESTED 10000 FT DUE TO WX. WE HAD TO CALL AGAIN A FEW MINS LATER WHEN THE PLT REQUESTED 12000 FT AND I HAD TO INITIATE A MANUAL HDOF, WHICH TAKES ADDITIONAL TIME AND SHOULD HAVE BEEN UNNECESSARY. THIS ENTIRE PROB COULD BE FIXED WITH A CHANGE IN THE ZHU SOFTWARE. THE TECHNOLOGY IS THERE -- LET'S MAKE IT WORK CORRECTLY.
