Narrative:

At XA01, county operations advised they would be changing runway lights on tdzl and rcls runway 14/32 till XC00. At XA38, air carrier X reported 10 mi out for a runway 32 landing. I issued the airport advisory, but neglected to advise either the ground crew or aircraft of each other's presence. At XA40, the county asked if any traffic was inbound. I asked him of inbound 5 mi out and he cleared the runway, before the air carrier X aircraft was 2 mi out. At XA41, BA31 landed without incident. Because the ground personnel were not visible, and I became distracted with other work, I forgot they were there. In the future, I will keep a memory jogger, ie, a 'post-it-note' on the asi to remind me to advise traffic.

Title: FSS SPECIALIST FORGOT ABOUT ARPT MAINT PERSONNEL ON THE RWY 14/32 REPLACING LIGHTS ON THE TDZL AND RCLS. AN ACR BA31 INBOUND ASKED FOR ARPT ADVISORIES AND THE RPTR DIDN'T TELL THEM ABOUT THE MAINT CREW. THE MAINT CREW ASKED THE RPTR IF ANY ACFT INBOUND AND HE THEN TOLD THEM TO CLR THE RWY.

Narrative: AT XA01, COUNTY OPS ADVISED THEY WOULD BE CHANGING RWY LIGHTS ON TDZL AND RCLS RWY 14/32 TILL XC00. AT XA38, ACR X RPTED 10 MI OUT FOR A RWY 32 LNDG. I ISSUED THE ARPT ADVISORY, BUT NEGLECTED TO ADVISE EITHER THE GND CREW OR ACFT OF EACH OTHER'S PRESENCE. AT XA40, THE COUNTY ASKED IF ANY TFC WAS INBOUND. I ASKED HIM OF INBOUND 5 MI OUT AND HE CLRED THE RWY, BEFORE THE ACR X ACFT WAS 2 MI OUT. AT XA41, BA31 LANDED WITHOUT INCIDENT. BECAUSE THE GND PERSONNEL WERE NOT VISIBLE, AND I BECAME DISTRACTED WITH OTHER WORK, I FORGOT THEY WERE THERE. IN THE FUTURE, I WILL KEEP A MEMORY JOGGER, IE, A 'POST-IT-NOTE' ON THE ASI TO REMIND ME TO ADVISE TFC.
