Narrative:
Near miss. ATC facility: cle approach. Location: 5-10 mi northeast of mfd. Cle departure primary radar was out so they were using center radar. We had been kept at 6000 ft for over 5 mins when finally cleared to climb to 12000 ft. As we passed through 8500 ft we received a TA. The display showed a target 12 O'clock 5-7 mi 1000 ft above and level. We were in the clear above the 6500 ft undercast and looked for the traffic. No joy. As we closed we got a descend RA. As I was the PF I clicked off the autoplt and pushed over while asking the first officer if he had the traffic. Just then he spotted him and recommended a right turn. As I turned, I spotted the traffic, a cessna 180, I think. At that point I judged my pitch-over to be inadequate but my evasive action, and I think his also, sufficient to avoid any possible collision. Just as the first officer was about to advise ATC of the RA they called the traffic, apologizing for the late call. We judged the closest he came was 300-500 ft laterally with little or no vertical separation.

Title: NMAC BTWN A MD SUPER 80 CLBING OUT ON DEP AND A CESSNA 180. BOTH ACFT TOOK EVASIVE ACTION AND TCASII CAUSED THE RPTR TO TAKE EVASIVE ACTION TURN PRIOR TO SIGHTING THE CESSNA. AFTER THE FACT, ATC ISSUED THE TFC TO RPTR.
