The ASOS is reporting sky clear, visibility 6 mi with mist. The controllers have been told mist is not precipitation, it is a restr to visibility. Pilots are telling us they consider it precipitation therefore the runways are wet so they can't land on runway 24 and hold short of runway 30L. This reduces our arrival rate.
