Narrative:
While on taxiway B, holding short of runway 3, an aircraft to the northeast was cleared for the VOR DME runway 21 approach. Tower told inbound aircraft that a brasilia was holding short of runway 3. Aircraft inbound told tower that he 'had the airport and brasilia in sight.' tower cleared the inbound aircraft for a visual approach. Inbound aircraft stated he would 'stay east of course.' we were then cleared for takeoff. Upon climbing out, we received a TCASII alert. We were climbing through 2600 ft MSL for 3000 ft MSL when both aircraft were at the same altitude. We took evasive action to avert a midair.

Title: AN EMB120 ACR FLC HAS AN NMAC WITH OPPOSITE DIRECTION, KNOWN TFC, WHILE ON CLBOUT FROM LYH.
Narrative: WHILE ON TXWY B, HOLDING SHORT OF RWY 3, AN ACFT TO THE NE WAS CLRED FOR THE VOR DME RWY 21 APCH. TWR TOLD INBOUND ACFT THAT A BRASILIA WAS HOLDING SHORT OF RWY 3. ACFT INBOUND TOLD TWR THAT HE 'HAD THE ARPT AND BRASILIA IN SIGHT.' TWR CLRED THE INBOUND ACFT FOR A VISUAL APCH. INBOUND ACFT STATED HE WOULD 'STAY E OF COURSE.' WE WERE THEN CLRED FOR TKOF. UPON CLBING OUT, WE RECEIVED A TCASII ALERT. WE WERE CLBING THROUGH 2600 FT MSL FOR 3000 FT MSL WHEN BOTH ACFT WERE AT THE SAME ALT. WE TOOK EVASIVE ACTION TO AVERT A MIDAIR.
