Narrative:
Clearance was to cross 50 mi north of swl, we were not navigating off of swl but tuned it in anyway to see if possibly it was used to identify the restr. We were 90 mi from it, moving away from it. Called center back to clarify the clearance. Again he gave us the same clearance. We told him we were not navigating off of swl, did he mean sie VOR which we were navigating off of? He said yes isn't that what I said? We told him no and read back the clearance he gave us to him for the third time. Consequently we missed the restr by 1500 ft and 20 seconds past the point. A contributing factor was also trying to use the VNAV function of the new FMS, just installed. I believe that this distracted us just enough along with the wrong clearance to put us behind on the descent.

Title: CORPORATE DA20 FLC CONFUSION REGARDING CLRNC INTERP EXACERBATED BY ARTCC RADAR CTLR TECHNIQUE COM WHEN HE GIVES THEM THE WRONG NAVAID FOR ALT XING RESTR.
Narrative: CLRNC WAS TO CROSS 50 MI N OF SWL, WE WERE NOT NAVING OFF OF SWL BUT TUNED IT IN ANYWAY TO SEE IF POSSIBLY IT WAS USED TO IDENT THE RESTR. WE WERE 90 MI FROM IT, MOVING AWAY FROM IT. CALLED CTR BACK TO CLARIFY THE CLRNC. AGAIN HE GAVE US THE SAME CLRNC. WE TOLD HIM WE WERE NOT NAVING OFF OF SWL, DID HE MEAN SIE VOR WHICH WE WERE NAVING OFF OF? HE SAID YES ISN'T THAT WHAT I SAID? WE TOLD HIM NO AND READ BACK THE CLRNC HE GAVE US TO HIM FOR THE THIRD TIME. CONSEQUENTLY WE MISSED THE RESTR BY 1500 FT AND 20 SECONDS PAST THE POINT. A CONTRIBUTING FACTOR WAS ALSO TRYING TO USE THE VNAV FUNCTION OF THE NEW FMS, JUST INSTALLED. I BELIEVE THAT THIS DISTRACTED US JUST ENOUGH ALONG WITH THE WRONG CLRNC TO PUT US BEHIND ON THE DSCNT.
