Narrative:

Taxied to runway 18 and made a takeoff with full power. Climbing at approximately 3000 FPM. Passing 1500 ft called for power reduction, then TCASII said 'traffic,' immediately!! After that 'reduce climb, reduce climb.' red RA on TCASII and target right on top of us at 100 ft above. Never made visual with target. Leveled off. Dca is trying to do too much with what they've got.

Narrative: TAXIED TO RWY 18 AND MADE A TKOF WITH FULL PWR. CLBING AT APPROX 3000 FPM. PASSING 1500 FT CALLED FOR PWR REDUCTION, THEN TCASII SAID 'TFC,' IMMEDIATELY!! AFTER THAT 'REDUCE CLB, REDUCE CLB.' RED RA ON TCASII AND TARGET RIGHT ON TOP OF US AT 100 FT ABOVE. NEVER MADE VISUAL WITH TARGET. LEVELED OFF. DCA IS TRYING TO DO TOO MUCH WITH WHAT THEY'VE GOT.
