Narrative:

I climbed military Y for departure on runway 4 after I had already cleared small aircraft X to land on runway 12. Military Y began rotating just prior to the intersection and X initiated a go around climbing left. I had forgotten I had cleared small aircraft X when he checked in 10-12 mi out. When I realized that small aircraft X was over the #'south, it was apparent that small aircraft X was initiating a go around to avoid military Y. In the process of trying to change the runway confign due to a wind shift and the increased complexity with departures and arrs going to numerous runways, I became distracted enough to forget about small aircraft X. Reduced visibility combined with the sun and glare on the tower shades made seeing inbound aircraft much more difficult than usual.

IN THE PROCESS OF TRYING TO CHANGE THE RWY CONFIGN DUE TO A WIND SHIFT AND THE INCREASED COMPLEXITY WITH DEPS AND ARRS GOING TO NUMEROUS RWYS, I BECAME DISTRACTED ENOUGH TO FORGET ABOUT SMA X. REDUCED VISIBILITY COMBINED WITH THE SUN AND GLARE ON THE TWR SHADES MADE SEEING INBOUND ACFT MUCH MORE DIFFICULT THAN USUAL.
