Narrative:
Departing out of dca. Cleared to intercept 067 degree radial off of andrews to paleo on course. Made the turn at paleo. ATC asked where we were going. Responded 085 degrees heading to sea isle. He said we never reached paleo and we were south of course. Our navigation instrument showed us on course heading toward sea ilse. Contributing factor: at the distance we were from sea ilse sometimes the VOR course scallops back and forth.

Title: FLC OF AN LTT TURNED TOO EARLY DURING DEP CAUSING ATC TO INTERVENE AND PROVIDE A NEW HDG TO ON COURSE.
Narrative: DEPARTING OUT OF DCA. CLRED TO INTERCEPT 067 DEG RADIAL OFF OF ANDREWS TO PALEO ON COURSE. MADE THE TURN AT PALEO. ATC ASKED WHERE WE WERE GOING. RESPONDED 085 DEGS HDG TO SEA ISLE. HE SAID WE NEVER REACHED PALEO AND WE WERE S OF COURSE. OUR NAV INST SHOWED US ON COURSE HDG TOWARD SEA ILSE. CONTRIBUTING FACTOR: AT THE DISTANCE WE WERE FROM SEA ILSE SOMETIMES THE VOR COURSE SCALLOPS BACK AND FORTH.
