Narrative:

Prior to top of descent right engine itt became intermittent. We spoke with maintenance through phone patch and were told to monitor. During descent and approach, first officer became focused on itt and forgot to call tower. I thought he did, but missed it myself. I do remember calling twice for final checklist, noting to myself he was preoccupied, but then became concerned with flying the airplane first. Upon landing, he called tower (or thought he did) to tell them we were clearing runway at victor intersection and approach replied we were still with them. One factor was we had a early takeoff, with long duty day, and I was tired and didn't monitor the flight better. It was also our home airport which made me a little complacent. We can never relax until these aircraft are in the chocks and completely secured.
