Narrative:
A T/CL61/right was wbound, level at FL220, approaching pullman VORTAC. At XX38Z, pilot reported receiving an RA from TCASII. I advised pilot that the only traffic was level at FL210, about to pass off his left by about 1 mi. He then stated that the RA was to descend, and his mode C showed FL216. I advised the pilot to return to FL220 when able. The oedp activated, indicating loss of separation (2.9 NM, 600 ft). The pilot subsequently stated that after responding to the descent RA, he received a new RA to climb, to avoid the traffic at FL210. Notes: my radar indicated no other traffic in the vicinity between FL188-FL352. The other aircraft's(MU2) mode C was reporting level at FL210 the entire time. ZAU quality assurance is processing as a pilot deviation. I don't believe that there was danger of collision. I don't know of any reason for a descent RA.

Title: PLTDEV LTSS OCCURRED WHEN CL61 AT FL220 RECEIVED TCASII RA TO DSND AND RPTED TO ATC. CTLR RPTED ONLY TFC WAS AT FL210 (MU2). CL61 SUBSEQUENTLY RECEIVED COMMAND TO CLB. THE MU2'S MODE C INDICATED LEVEL AT FL210 FOR THE ENTIRE TIME.
Narrative: A T/CL61/R WAS WBOUND, LEVEL AT FL220, APCHING PULLMAN VORTAC. AT XX38Z, PLT RPTED RECEIVING AN RA FROM TCASII. I ADVISED PLT THAT THE ONLY TFC WAS LEVEL AT FL210, ABOUT TO PASS OFF HIS L BY ABOUT 1 MI. HE THEN STATED THAT THE RA WAS TO DSND, AND HIS MODE C SHOWED FL216. I ADVISED THE PLT TO RETURN TO FL220 WHEN ABLE. THE OEDP ACTIVATED, INDICATING LOSS OF SEPARATION (2.9 NM, 600 FT). THE PLT SUBSEQUENTLY STATED THAT AFTER RESPONDING TO THE DSCNT RA, HE RECEIVED A NEW RA TO CLB, TO AVOID THE TFC AT FL210. NOTES: MY RADAR INDICATED NO OTHER TFC IN THE VICINITY BTWN FL188-FL352. THE OTHER ACFT'S(MU2) MODE C WAS RPTING LEVEL AT FL210 THE ENTIRE TIME. ZAU QUALITY ASSURANCE IS PROCESSING AS A PLTDEV. I DON'T BELIEVE THAT THERE WAS DANGER OF COLLISION.
