Narrative:
An out and return flight was planned from ict to pwa. A full standard briefing was received prior to the XX30 am ict departure, which mentioned the possibility of afternoon thunderstorms. The stop in pwa was supposed to be about 1/2 hour, but dragged into 2 hours. In the hurry to get back to ict, no briefing was requested, and no flight plan filed. VFR flight following was requested and received from ZKC, but conditions began to deteriorate from clear to scattered to towering cumulus with some congestion. I elected to contact flight service, file IFR, and receive a short briefing regarding the live radar picture. We picked up the IFR clearance from vance approach, and proceeded to ict at 5000 ft MSL, in VFR conditions. In retrospect, all that's needed to prevent a recurrence is thorough preflight planning.

Title: CESSNA 208. PLT WAS DELAYED AT ENRTE ARPT AND BECAME ANXIOUS TO DEPART DISREGARDING A WX BRIEFING OR A FLT PLAN. AS WX DETERIORATED RPTR FILED AN IFR FLT PLAN ENRTE.
Narrative: AN OUT AND RETURN FLT WAS PLANNED FROM ICT TO PWA. A FULL STANDARD BRIEFING WAS RECEIVED PRIOR TO THE XX30 AM ICT DEP, WHICH MENTIONED THE POSSIBILITY OF AFTERNOON TSTMS. THE STOP IN PWA WAS SUPPOSED TO BE ABOUT 1/2 HR, BUT DRAGGED INTO 2 HRS. IN THE HURRY TO GET BACK TO ICT, NO BRIEFING WAS REQUESTED, AND NO FLT PLAN FILED. VFR FLT FOLLOWING WAS REQUESTED AND RECEIVED FROM ZKC, BUT CONDITIONS BEGAN TO DETERIORATE FROM CLR TO SCATTERED TO TOWERING CUMULUS WITH SOME CONGESTION.
