Narrative:
Due to automation problems, coast area sct is unable to handoff aircraft to san sct until aircraft are less than 10 mi from boundary. This may lead to an aircraft mishap if a coast aircraft enters san airspace without a handoff.

Title: TRACON CTLR CLAIMS THAT AUTOMATED HDOFS BTWN ADJACENT ATC BOUNDARIES CANNOT BE MADE UNTIL ACFT ARE WITHIN 10 MI FROM THE BOUNDARY LINE.
Narrative: DUE TO AUTOMATION PROBS, COAST AREA SCT IS UNABLE TO HDOF ACFT TO SAN SCT UNTIL ACFT ARE LESS THAN 10 MI FROM BOUNDARY. THIS MAY LEAD TO AN ACFT MISHAP IF A COAST ACFT ENTERS SAN AIRSPACE WITHOUT A HDOF.
