Narrative:

The listed aircraft is 1 example of every day operations where no automation is available. There are approximately 50-75 aircraft affected during normal daily operations. Santa barbara TRACON assumed responsibility of airspace from ZLA in late 2005. The boundary of this airspace adjoins with ZOA 'a' sector 10/11; 8000 ft and below. Every handoff; pointout must be done verbally; when automation was supposedly available. Santa barbara air traffic manager now says 'deal with it.' the lack of automation in this area increases workload and complexity in a high MVA; busy airport; close boundary proximity.
