Narrative:

On initial approach into clt, ATC called traffic 2 times. Crew was unable to locate visually. TCASII RA issued 'climb' command. We climbed aircraft to 5500 ft momentarily until clear of conflict, then descended back to 5000 ft as soon as possible. Tried to let ATC know what was happening, but frequency was very busy. My guess is that the aircraft was just under class B airspace not talking to ATC and hit turbulence and climbed to 4700 ft underneath our airplane at 5000 ft. Solution would be to have VFR aircraft talking to ATC and giving class B airspace a wider margin when transiting.

Title: AN ACR LTT FLC REACTS TO AN RA AND CLBS 500 FT TO CLR TFC THAT WAS JUST UNDER THE FLOOR OF THE TCA.

Narrative: ON INITIAL APCH INTO CLT, ATC CALLED TFC 2 TIMES. CREW WAS UNABLE TO LOCATE VISUALLY. TCASII RA ISSUED 'CLB' COMMAND. WE CLBED ACFT TO 5500 FT MOMENTARILY UNTIL CLR OF CONFLICT, THEN DSNDED BACK TO 5000 FT ASAP. TRIED TO LET ATC KNOW WHAT WAS HAPPENING, BUT FREQ WAS VERY BUSY. MY GUESS IS THAT THE ACFT WAS JUST UNDER CLASS B AIRSPACE NOT TALKING TO ATC AND HIT TURB AND CLBED TO 4700 FT UNDERNEATH OUR AIRPLANE AT 5000 FT. SOLUTION WOULD BE TO HAVE VFR ACFT TALKING TO ATC AND GIVING CLASS B AIRSPACE A WIDER MARGIN WHEN TRANSITING.
