Narrative:
I called cvg approach control after takeoff from luk and requested transition through their class C airspace climbing to 6500 ft MSL, VFR, en route to louisville area. They said they would have to vector me south to flm VOR before I could proceed southwest. I declined the vector and said I would remain below the class C at 2100 ft MSL or below. Although I attempted to remain clear of the inner 5 mi core, it was difficult to be sure. I finally put the LORAN on cvg and 'arced' around the 5 mi ring, but worried about whether I had penetrated it. I have talked to cvg approach personnel on several occasions to see if more cooperation would be possible in vectoring both VFR and IFR departures and arrs from/to luk airport without excessive diversions. This is especially a problem on departures and arrs from the west/southwest. A few controllers are quite cooperative in fitting you in and vectoring directly over cvg, most don't even consider the possibility and 'automatically' vector you north or south.

Title: GOV TRAINING FLT OFF LUK REQUESTS CLRNC THROUGH ARSA C. CTLR VECTORS 30 MI S TO FLM. RPTR ELECTS TO FLY BELOW THE CLASS C AIRSPACE EVEN THOUGH DIFFICULT TO REMAIN CLR OF THE INNER 5 MI RING. DISCUSSIONS WITH TRACON HAS RESULTED IN LITTLE COOPERATION.
