Narrative:

During a weight and balance of a right outboard aileron, it was found to be tail heavy. A misinterp of the structural repair manual-maintenance manual was done. Balancing the aileron in a slight tail heavy condition when it should be in a nose heavy condition. The problem could be solved by a better explanation of the aileron to be in a nose heavy condition when repairs and weight and balance are complete. Problem was found while balancing another aileron.

Title: A B747-200 R AILERON WAS INCORRECTLY BALANCED AFTER REPAIR.

Narrative: DURING A WT AND BAL OF A R OUTBOARD AILERON, IT WAS FOUND TO BE TAIL HVY. A MISINTERP OF THE STRUCTURAL REPAIR MANUAL-MAINT MANUAL WAS DONE. BALANCING THE AILERON IN A SLIGHT TAIL HVY CONDITION WHEN IT SHOULD BE IN A NOSE HVY CONDITION. THE PROB COULD BE SOLVED BY A BETTER EXPLANATION OF THE AILERON TO BE IN A NOSE HVY CONDITION WHEN REPAIRS AND WT AND BAL ARE COMPLETE. PROB WAS FOUND WHILE BALANCING ANOTHER AILERON.
