When raising gear handle after takeoff, handle would not raise. When gear handle release was pushed mains retracted, but nose stayed down. Declared an emergency and returned to ord.

Title: A MD SUPER 80 DECLARED AN EMER AFTER TKOF DUE TO THE NOSE GEAR FAILURE TO RETRACT.
Narrative: WHEN RAISING GEAR HANDLE AFTER TKOF, HANDLE WOULD NOT RAISE. WHEN GEAR HANDLE RELEASE WAS PUSHED MAINS RETRACTED, BUT NOSE STAYED DOWN. DECLARED AN EMER AND RETURNED TO ORD.
