Narrative:
During this hour, a line of level 3-5 thunderstorms was moving east from missouri to illinois. As this line approached stl, I, at ZKC sector 58, was instructed to hold all stl arrs at the vla VOR. After 10 mins, the aircraft began to deviate in the holding pattern as the line moved towards them. After 30 mins, ZKC tmu instructed me to route the 7 aircraft in the holding pattern over 400 mi on a route around the west side of stl. Many of the aircraft could not do this due to fuel and began to divert. During this time, control of the sector was lost. Several aircraft entered my airspace without a handoff, and I allowed several of my aircraft to enter other sectors without a handoff. Separation of aircraft was not lost. This situation was allowed to occur by traffic management holding aircraft on the east side of fast moving cold front with no alternative plan.

Title: ARTCC RADAR CTLR COMPLAINT ABOUT TFC MGMNT EXERCISED BY THE TMU WITH LEVEL 3-5 TSTMS MOVING THROUGH THE STL AREA. RPTR SAYS SEVERAL OPDEVS OCCURRED DUE TO TFC SATURATION IN SOME SECTORS.
Narrative: DURING THIS HR, A LINE OF LEVEL 3-5 TSTMS WAS MOVING E FROM MISSOURI TO ILLINOIS. AS THIS LINE APCHED STL, I, AT ZKC SECTOR 58, WAS INSTRUCTED TO HOLD ALL STL ARRS AT THE VLA VOR. AFTER 10 MINS, THE ACFT BEGAN TO DEVIATE IN THE HOLDING PATTERN AS THE LINE MOVED TOWARDS THEM. AFTER 30 MINS, ZKC TMU INSTRUCTED ME TO RTE THE 7 ACFT IN THE HOLDING PATTERN OVER 400 MI ON A RTE AROUND THE W SIDE OF STL. MANY OF THE ACFT COULD NOT DO THIS DUE TO FUEL AND BEGAN TO DIVERT. THIS SIT WAS ALLOWED TO OCCUR BY TFC MGMNT HOLDING ACFT ON THE E SIDE OF FAST MOVING COLD FRONT WITH NO ALTERNATIVE PLAN.
