Narrative:
Came in for landing after 2 gars. Came in on centerline of runway 27 wind was at 210 degrees, 10 KTS gusting to 12 KTS. I touched down hard and came off the runway. As I touched down again the plane was caught by a wind gust or shear and was blown off north side of runway. I had full aileron to port and could not turn or steer after landing, even with full left rudder. Went off the runway into grass and stopped at edge of soybean field. Propeller struck sand, made one revolution and stopped. Carburetor heat was on and throttle was at full idle (300 RPM) when engine stopped. Front tire was blown and may have blown on landing. No damage to plane.
