Narrative:
At 4000 ft told to maintain 4000 ft, cleared for ILS runway 28L. Intercepted localizer. Was not receiving GS. Maintained 4000 ft while trying to troubleshoot GS (GS intercept altitude 2700 ft). No DME so did not know exact distance from sumie LOM. Was going to inform approach of loss of GS then was handed off to tower, so did not inform approach control. Passed our marker, started descent to MOA and tower called stating to descend because of mooney traffic 10 O'clock and about 1 mi. PNF spotted mooney, no factor. Runway in sight at marker. Should have informed immediately of no reception of GS. There were multiple NOTAMS for construction that was one of the reasons for the delay. I thought maybe GS was out for construction. We did inform tower of the GS problem.

Title: LTT LATE STARTING DSCNT ON ILS APCH CAUSED CONFLICT WITH A MOONEY.
Narrative: AT 4000 FT TOLD TO MAINTAIN 4000 FT, CLRED FOR ILS RWY 28L. INTERCEPTED LOC. WAS NOT RECEIVING GS. MAINTAINED 4000 FT WHILE TRYING TO TROUBLESHOOT GS (GS INTERCEPT ALT 2700 FT). SHOULD HAVE INFORMED IMMEDIATELY OF NO RECEPTION OF GS. THERE WERE MULTIPLE NOTAMS FOR CONSTRUCTION THAT WAS ONE OF THE REASONS FOR THE DELAY. I THOUGHT MAYBE GS WAS OUT FOR CONSTRUCTION. WE DID INFORM TWR OF THE GS PROB.
