Narrative:
2 RA's over ldn en route to allentown, PA. ATC clearance was descend to FL270 ldn 031 degree radial V377 har V162 dummr. While level FL270 we got an RA descent 1500-2000 vvi down. We initiated the descent, passing FL266 clear of traffic. We leveled approximately FL264. While in a climb back to FL270 we received RA climb 1500-2000 vvi. We initiated climb. During climb we were given turn 25 degree right turn by ATC and we initiated the turn. When clear of traffic we returned to FL270. We called ATC. We were descending due to RA and climbing due to RA. Requested if they had traffic on the scope. After a pause they responded yes and gave us a 25 degree right turn. It appears to us ATC was not aware of potential conflict. We received little to no help from ATC. One sequence of our radio calls was stepped on. Flight conditions were IMC light to moderate turbulence and heavy rain.

Title: AN ACR B737 WAS GIVEN A DSCNT TO FL270 NEAR LDN AND AFTER LEVELOFF GOT A TCASII RA WHICH SAID TO DSND, WHICH IT DID. SUBSEQUENTLY THEY GOT ANOTHER TCASII RA TO CLB AND THEY DID THAT TOO. WHEN ATC WAS QUESTIONED ABOUT TFC THE B737 WAS TURNED 25 DEGS TO THE R. WX WAS IMC WITH LIGHT TO MODERATE TURB AND FREQ WAS BUSY WITH CALLS GETTING STEPPED ON.

REQUESTED IF THEY HAD TFC ON THE SCOPE. AFTER A PAUSE THEY RESPONDED YES AND GAVE US A 25 DEG R TURN. IT APPEARS TO US ATC WAS NOT AWARE OF POTENTIAL CONFLICT. WE RECEIVED LITTLE TO NO HELP FROM ATC. ONE SEQUENCE OF OUR RADIO CALLS WAS STEPPED ON. FLT CONDITIONS WERE IMC LIGHT TO MODERATE TURB AND HVY RAIN.
