Narrative:

While holding 15 mi west of casanova VOR at FL230 for WX at bwi, ATC informed us our expected further clearance time would be extended for another 30 mins. At this time, due to our fuel, we requested vectors to iad, our alternate. We were given heading 270 degrees and cleared to descend to FL190. By this time, we were 30 DME west of csn. The western holding pattern limit was 25 DME. Another airline flight holding at FL220 was no longer on our TCASII screen. At FL228 we received a TA, informed ATC, leveled off at FL230. ATC confirmed with other air carrier that they were in the pattern heading east on the 270 degree radial back towards csn VOR. We were then reclred to iad without incident. Because we were 30 DME west of csn and other air carrier was no longer on our TCASII screen, I believed we had adequate spacing. In the future, I'll ascertain the exact location before descending.

THE WESTERN HOLDING PATTERN LIMIT WAS 25 DME. ANOTHER AIRLINE FLT HOLDING AT FL220 WAS NO LONGER ON OUR TCASII SCREEN. AT FL228 WE RECEIVED A TA, INFORMED ATC, LEVELED OFF AT FL230.
